“子不教、父之过,干部犯错误、组织有责任”,部门和单位“一把手”、主管领导或地方主政官员,必须对严重违纪违法行为和重大腐败案件承担“连带责任”,包括像李庆贵、李良海那样受到党政政纪处分,甚至被摘掉乌纱帽。
海南省东方市政府党组成员、副市长李良海,近日因党风廉政建设主体责任淡化,疏于对分管部门领导班子和党员干部的教育监管,被海南省纪委追责并给予党内警告处分。经查,2011年1月至2015年3月,李良海分管的东方市农业局、市农综办、市畜牧局等7个单位共发生17起违纪违法案件,党员干部19人受到党纪政纪处分,4人被司法机关查处。
主政官员因分管领域腐败多发被追责并受党纪处分,这在海南省尚属首例,在全国也不多见。今年初,中央纪委首次对履行党风廉政建设主体责任和监督责任不力的典型案件进行专门通报,交通运输部长江航道局所属长江航道规划设计研究院多次发生组织公款出国(境)游,超范围发放咨询费、评审费等严重违纪问题,长江航道局党委副书记、局长熊学斌因履行主体责任不力被免职等8起案例被正式通报。
更典型的一起履行党风廉政建设主体责任和监督责任不力的案例是,因任内连续发生新乡市委原常委、原常务副市长贾全明,新乡市委原常委、市委政法委原书记、市公安局原局长孟钢,新乡市原副市长崔学勇等3名厅级官员腐败案,最近,河南新乡市委书记李庆贵受到党内严重警告处分,被免去领导职务,新乡市纪委因监督严重失责失职被通报批评,纪委书记王炳奇被免去职务。
中央纪委书记王岐山说得好,“子不教、父之过,干部犯错误、组织有责任”。无论是所在的部门和单位出现严重违纪违法案件,分管的多个领域腐败多发,还是领导班子内部官员腐败案件连续发生,作为部门和单位“一把手”、主管领导或地方主政官员,包括相关纪委及主要负责人,都必须对这些严重违纪违法行为和重大腐败案件承担“连带责任”,情况如果比较严重,就可能像新乡市委书记李庆贵、东方市副市长李良海那样,受到党政政纪处分甚至被摘掉乌纱帽。
这里说的“连带责任”主要分为两部分,一是各级党委对党风廉政建设承担主体责任,体现为选好用好干部,纠正损害群众利益行为,从源头上防治腐败,支持执纪执法机关工作,党委主要负责同志当好廉洁从政表率等;二是各级纪委对党风廉政建设承担监督责任,体现为协助党委加强党风建设和组织协调反腐败工作,督促检查相关部门落实惩治和预防腐败工作任务,组织协调有关力量,加大办案工作力度等。如果一个地方、部门、单位出现严重违法违纪行为,或频频发生情节严重、影响恶劣的腐败案件,说明这个地方、部门、单位的党委未能承担起党风廉政建设主体责任,在选官用官、维护群众利益、从源头防治腐败等方面失责失职,也说明有关纪委未能承担起党风廉政建设监督责任,致使违法违纪行为和腐败交易在党委和纪委的眼皮底下潜滋暗长、尾大不掉。
人们常说“拔出萝卜带出泥”,一般是指一个腐败分子落马,可能带出更多或更大的腐败分子。现在,中央要求严格落实党风廉政建设主体责任和监督责任,对严重违纪违法行为和重大腐败案件,要倒查党委、纪委和主要负责人的责任,其结果既可能是“拔出萝卜带出泥”,发现党委、纪委有关领导干部也涉及腐败(如充当腐败分子的保护伞,与腐败分子进行权钱交易、分享非法利益等),应追究其法律责任直至追究刑责;也可能是“拔出萝卜未带泥”,只发现党委、纪委履行主体责任和监督责任不力,有关领导干部须对严重违纪违法行为和重大腐败案件承担“连带责任”,应依法追责包括予以党纪政纪处分。
腐败分子必须为腐败行为承担法律责任,负有党风廉政建设主体责任和监督责任的各级党委纪委,则要为治下的官员腐败承担“连带责任”。如此“一案双查”、“双责并究”,党风廉政建设和反腐败斗争就能不断迈上新台阶,实现新突破。(潘洪其)
