铁路运输企业由于在体制上、机制上存在一些问题，经营管理上存在不足，
从而导致铁路运输企业亏损。为了扭转亏损的局面，铁道部决定：对各铁路局
(运输企业)实行资产经营责任制。作为铁路运输企业最基层的生产经营单位、
盈亏结算中心，即铁路运输站段．在资产经营责任制中如何定位，如何在激烈
的运输市场竞争中获胜，如何在资产经营中产生利润，实现盈亏目标等．是值
得我们研究的新课题。
／随着国家对太兴安岭实施“天保工程”以来，曾经被誉为“绿色宝库”木
材生产基地的大兴安岭林区．正逐步走向封山育林时期。这样，就使嫩林线铁
路(以下简称支线)面临着货源枯竭、运能闲置的严峻考验。那么如何适应市
场经济需求．充分运用现有的运能，更好地为林区经济建设服务，是国家实施
天保工程之后摆在嫩林线铁路改革面前的重要课题。
为此，在部党组提出了干支分离改革思路之后，齐齐哈尔铁路分局在深化
铁路支线改革上进行了积极的探索与实践，并通过内部实行企业化管理，外部
实行市场化经营的方式，对原有的嫩林线铁路管理模式进行了改革，合并了相
关站段，建立了分局内部独立核算、自主经营的非法人实体，成立了塔河、林
海两个运输管理中心，合理地配置了运能。‘p—≥厂
本文就这一改革情况进行了调查与研究，并在实践的基础上反复研究，提出了自己的
观点和看法，井应用于实践，取得了良好的效果·
